Revised Code of Washington Statute for Satisfactory Evidence of an Individual’s Identity
42.45.050 Identification of Individual
- Notarial officer has satisfactory evidence of the identity of an individual appearing before the officer if the officer can identify the individual
- A passport, driver’s license, or government-issued nondriver identification card, which is current or expired not more than three years before performance of the notarial act; or (ii) Another form of government identification issued to an individual, which is current or expired not more than three years before performance of the notarial act, contains the signature or a photograph of the individual, and is satisfactory to the officer
- A notarial officer may require an individual to provide additional information or identification credentials necessary to assure the officer of the identity of the individual. [2017 c 281 § 7.]

Acknowledgment
Confirms that the person appearing before the notary was the signing party of a document that was already signed. [RCW 42.45.010(1) and (8); RCW 42.45.030(1); RCW 42.45.140(1) and (2)]
Witnessing a Signature
The person physically signs the document in the notary’s presence. [RCW 42.45.010(8); RCW 42.45.030(3); RCW 42.45.140(4)]
Attesting a Signature
When a document is already signed, the signing party can sign the document a second time in the notary’s presence. [RCW 42.45.010(8); RCW 42.45.030(3); RCW 42.45.140(4)]
Administer an Oath or Affirmation
Ask the swearing party to raise their right hand and sear an oath (to a supreme being) or solemnly affirm (on their own personal honor)that they will act or uphold a certain standard based on the situation. This is a verbal act. [RCW 42.45.010(8)]
Taking a Verification of an Oath or Affirmation (jurat)
Combines administering an oath with witnessing a signature [RCW 42.45.010(8); RCW 42.45.030(2); RCW 42.45.140(3)]
Certifying or Attesting a Copy
Verifies that the document presented is an exact copy of another document. [RCW 42.45.010(8); 42.45.030(4); RCW 42.45.130(5)] Certified copies cannot be performed for vital or public records such as birth/death certificates, marriage certificates, property deeds, etc. Copies of those records should be requested from the appropriate public records office.

Notary Public Code of Professional Responsibility Guiding Principles
- The Notary shall, as a government officer and public servant, serve all of the public in an honest, fair and unbiased manner.
- The Notary shall act as an impartial witness and not profit or gain from any document or transaction requiring a notarial act, apart from the fee allowed by statute.
- The Notary shall require the presence of each signer and oath-taker in order to carefully screen each for identity and willingness, and to observe that each appears aware of the significance of the transaction requiring a notarial act.
- The Notary shall not execute a false or incomplete certificate, nor be involved with any document or transaction that the Notary believes is false, deceptive or fraudulent.
- The Notary shall give precedence to the rules of law over the dictates or expectations of any person or entity.
- The Notary shall act as a ministerial officer and not provide unauthorized advice or services.
- The Notary shall affix a seal on every notarized document and not allow this universally recognized symbol of office to be used by another or in an endorsement or promotion.
- The Notary shall record every notarial act in a bound journal or other secure recording device and safeguard it as an important public record.
- The Notary shall respect the privacy of each signer and not divulge or use personal or proprietary information disclosed during execution of a notarial act for other than an official purpose.
- The Notary shall seek instruction on notarization, and keep current on the laws, practices, and requirements of the notarial office.
